Please don't label this as some particular political party's handiwork. If you look closely to the bill, Bush promised to VETO it, but it passed the Senate with a 81-15 vote and the house with a 75% margin as well... guaranteeing that it was veto-proof. So, let's just say that CONGRESS once again has betrayed the people. Vote them all out.
