My former wife used to work at Wells Fargo (now she is at Bank of America). Only the branch manager could override a "No" from the computer on opening an account. Apparently, the line of thought is that some people would open a savings account because they were easier to open then later take advantage of some promotion to get a checking account evading the Chex System and credit check. There are some banks opting out of Chex and just using the credit report to open accounts.
BB&T allows local branches to override decisions made by the computer. I've even personally had a bank account opened for me by my local branch of the BB&T while I was still listed in Chex System. They also gave me a small personal loan when my credit sucked.
