maddog.....a Ch13 where the person is under the median is used for things like a foreclosure, a repossession threat, or any other situation where somebody is behind on something that "they just have to keep".

Personally, I don't think there's much reason for them either, but some people covet their possessions more than others....that's all I can really say on that.
