Ohio law- about security deposits

I can't find info on this anywhere, and I've looked for hours now. In Ohio, is it legal for a landlord to demand the security deposit is NONREFUNDABLE? Also nonrefundable Pet Fee of $500, and $100/month pet rent per pet.

No, I'm not applying for that house, but it peaked my curiosity in case my mom starts renting out her house.

The complex I rent from requires a monthly pet fee per pet. I pay $40 a month for my dog. $100 seems a bit high in my opinion and I would keep on looking. I don't know about a nonrefundable security deposit. Usually from my experience if there is no damage and you left the place somewhat clean, they'll give you back your deposit.
