I have had an on going problem with my neighbor (dogs barking). I found his work e-mail address, would it be improper for me to e-mail him at work about his dogs barking? We can't talk face to face as he gets real up tight about it. He has already got one ticket over this and we are back to square one again. Been going on for 7 years. They put the dogs outside the other morning at 4:45 a.m. and took off and the dogs started barking non stop. I did talk with the humane society and they will isssue another ticket but I am hoping to solve this somehow, or I could send them a letter.

I suggest you send him a letter. His company may prohibit personal use of his work email address. Even though I don't think you could be blamed for sending him an email at work, there's no point in giving him any ammo to try to make you look like the bad guy.

I would go with the letter, as Lady said e-mailing might be viewed as being the "bad guy" or even borderline stalking.
Keep a log, send the letter CRR, ask for a peaceful resolution by offering different solutions, find some allies the neighbor on the other side or behind them if the dogs are waking you up they are waking up others. Example of peaceful, your alarm goes off at 6:00am ask if the dogs go out after 6:00am rather then 4:45am.
Document, document, document - days, times, duration etc., you will be taken more seriously by the police if it ever comes to that level, last thing you need to be is painted as the cranky neighbor. Oh and Google your city/county ordnances regarding barking, what are your rights, what are the owners rights - arm yourself with knowledge.

4 fricking 45... man i'd be pissed. wtf is wrong with some people? Perhaps you can offer to go over and let them out at a more reasonable time. If that doesn't work, consider circulating a petition as surely the other neighbors are unhappy as well.
Meanwhile I'd suggest sleeping with earplugs and a very loud alarm.

Even if the dogs don't get confiscated, you need to keep complaining until the neighbor gets enough tickets that he will do something about it.

It sounds like you've been dealing with this long enough that you have probably tried everything short of actually poisoning the dogs (NOT RECOMMENDED). I don't think emailing him at work is a good idea. He will use anything against you and you don't want to offer any possible ammo. Any communication you have with him should be documented. Preferably, communicate through the mail, CRR. Calling the police as Helpmeout suggested will get someone's attention! They may not like getting called for such a "minor" issue but the squeaky wheel gets the oil... It's their duty to respond and eventually, with enough calls, they will do that and your neighbor will begin to feel it also. I don't think small claims will help you unless you can demonstrate financial distress brought on by the situation but I'm no lawyer so it bears looking into. Definitely get neighbors to sign a petition regarding the disturbance. That may help in getting him fined for violation of local ordinances. Diplomacy is always ideal but it sounds like your way past that. Best of luck to you. Please keep us updated... I am very interested in knowing how it works out for you.

Get your neighbors involved. If 2 or more of this person's neighbors are calling the police about it, they are more likely to do something about it.The world's simplest C & D Letter:
"I demand that you cease and desist from any communication with me."
Notice that I never actually mention or acknowledge the debt in my letter.

I will offer this. The police really can not do much at all and certainly have no legal right to seize the animals. You need to contact your local animal control officer (assuming that you have one). You MIGHT be able to do a citizen's arrest through the police department if you really want to carry it that far. I took care of my neighbor's dog barking with a garden hose and a nozzle. I just spent a couple of hours "training" the dog to stop barking at me. It worked. Of course you probably dont want to sit outside with a water hose at 0445 hrs.
