Real US unemployment rate at 16 pct: Fed official

I'm posting this here so there will be no problem with me posting " s*** " in the news forum. It's from Breitbart.com, not an evil "conspiracy" site, whatever the h*** that means. In fact, the very definition of conspiracy is:

    1. An agreement to perform together an illegal, wrongful, or subversive act.
    2. A group of conspirators.
    3. An agreement between two or more persons to commit a crime or
accomplish a legal purpose through illegal action.
    4. A joining or acting together, as if by sinister design: a conspiracy of
wind and tide that devastated coastal areas.
Wouldn't that define what the bankers and global elite have been doing to us? Don't buy into the false left vs. right paradigm.

Anyway, so I don't see why that "word" should be part of an argumentum ad hominem attack.

The real US unemployment rate is 16 percent if persons who have dropped out of the labor pool and those working less than they would like are counted, a Federal Reserve official said Wednesday.

"If one considers the people who would like a job but have stopped looking -- so-called discouraged workers -- and those who are working fewer hours than they want, the unemployment rate would move from the official 9.4 percent to 16 percent, said Atlanta Fed chief Dennis Lockhart.

He underscored that he was expressing his own views, which did "do not necessarily reflect those of my colleagues on the Federal Open Market Committee," the policy-setting body of the central bank.

Lockhart pointed out in a speech to a chamber of commerce in Chattanooga, Tennessee that those two categories of people are not taken into account in the Labor Department's monthly report on the unemployment rate. The official July jobless rate was 9.4 percent.

Lockhart, who heads the Atlanta, Georgia, division of the Fed, is the first central bank official to acknowledge the depth of unemployment amid the worst US recession since the Great Depression.

Lockhart said the US economy was improving but "still fragile," and the beginning stages of a sluggish recovery were underway.

"My forecast for a slow recovery implies a protracted period of high unemployment," he said, adding that it would be difficult to stimulate jobs through additional public spending.

"Further fiscal stimulus has been mentioned, but the full effects of the first stimulus package are not yet clear, and the concern over adding to the federal deficit and the resulting national debt is warranted," he said.

President Barack Obama's administration has resisted calls for more public spending, arguing that the 787-billion-dollar stimulus passed in February needs time to work its way through the economy.

Lockhart noted that construction and manufacturing had been particularly hard hit in the recession that began in December 2007 and predicted some jobs were gone for good.

Prior to the recession, he said, construction and manufacturing combined accounted for slightly more than 15 percent of employment. But during the recession, their job losses made up more than 40 percent of all US job losses.

"In my view, it is unlikely that we will see a return of jobs lost in certain sectors, such as manufacturing," he said.

"In a similar vein, the recession has been so deep in construction that a reallocation of workers is likely to happen -- even if not permanent."

Payroll employment has fallen by 6.7 million since the recession began.

I wouldn't doubt it at all. There are all kinds of homeless/ jobless people living in friend's or relitive's houses-- trying to make a few bucks to pay their rent. It kind of makes me feel strange to know that 16 percent of working age people who need jobs are not working, or are not making enough to live on. Kind of sad.

It's actually bad enough that illegal immigrants are going home because they can't find anything to do to make money. They would rather do nothing at home - and just wait for the economic recovery before giving it another try.

We still have our fair share of them in our town. Anyone who wants to hire one knows just where they are. I see 25-40 of them every morning on one of the main drags here in town.

This slump is going to last until we let the winners win, the losers lose (the banks and wall street are the losers).

I love listening to Peter Schiff. He too feels that the bailouts of the banks, wall street and those that can't make the subprime mortgage payments a waste of good resources. So is the BS stimulus. Actually I agree with the tax cuts and the unemployment extension of the stimulus, but that's it.

Think about it. If we stopped rewarding the failures we would let the losers that caused the problem sink which I see as a good thing, prices would come down and the poor, low income working class and retires living on SS would be able to stretch their dollar further. There would also be a greater chance of a stable recovery.

Instead we will have hyper inflation like latin America since we no longer manufacture anything and the rest of the world will no longer accept the dollar as the reserve currency.

What's stalling the recovery (besides Obama the dems and the fed) is the unknown so no one is moving on anything. Most of you feel there is no recovery nor an end to the recession while the media is saying otherwise. I have to admit I have no idea!!!

It looks promising on the outside with the stock market but this forum seems much too busy especially with all the bank failures and the FDIC on it's way to insolvency.

This is true, the "U3" number is the widely reported headline unemployment rate but the larger "U6" category takes in the underemployed (part time wanting to work full time) and marginally attached/discourged (gave up looking, unemployment insurance used up). You will sometimes also notice a statistic called labor force participation rate, this is another way they cull out people who have exhausted unemployment benefits.

are available for a job and have looked for work sometime in the recent past. Discouraged workers, a subset of the marginally attached,
have given a job-market related reason for not looking currently for a job. Persons employed part time for economic reasons are those
who want and are available for full-time work but have had to settle for a part-time schedule. For more information, see "BLS
introduces new range of alternative unemployment measures," in the October 1995 issue of the Monthly Labor Review. Updated population
controls are introduced annually with the release of January data.

The civilian labor force participation rate declined by 0.2 percentage
point in July to 65.5 percent. The employment-population ratio, at 59.4
percent, was little changed over the month but has declined by 3.3 per-
centage points since the recession began in December 2007. (See
