Anyone Know Why Incharge.org isn't taking some states' applicants?

weird, was looking into credit counseling with a friend; i used In Charge successfully several years ago (when they were still Profina). she tried using their website and got the following message:

Currently we are not accepting new clients from the following states IN,MN,UT,VI,WI. We recommend that you contact a local agency or your creditors for assistance. We apologize for any inconvenience this may have caused you. Please note that your information will not be saved after you logout.
i was a MN resident when i completed my program with them; i'm just curious what it is about these states that In Charge doesn't want to touch?

any ideas or info/facts are appreciated ;)
