    Many did until our Supreme Court in their infinite wisdom opened the barn door in 1996 by stating that creditors could base their businesses in whatever state had the most agreeable tax structures and debtor laws. That's why almost all of the major cards are based in South Dakota now. This decision also opened the door to the outrageous APRs and late fees that pushed many of us into filing. Thanks a lot, Supreme Court.

          its unbelievable they can do that. I had seen the commercial and kept thinking i was just not reading it right because it wasnt up there long enough.
