In these parts you can have a fuel oil tank outside.
It isn't an issue at all.

Though I don't even like to think about my natural gas bill.
Couple of years ago, I would have gone off the deep end with a bill over $100 a month. Now I am looking at $200-250 a month to heat my house.
Not sure why you say this isn't true..........I didn't say you couldn't have an outside tank. I DID say that if you do, you need to burn kerosene.....so it doesn't freeze, as it is an outdoor tank. So you're stuck with the outside tank.

Not sure where you're from, but here in VT, regular home heating oil would freeze in an outdoor tank.
You can't have your cake and eat it too. But you can dip your finger in the bowl and lick the icing

And all of the inceased costs are a direct result of gas prices...(sigh)

I am in NE Ohio and we have outdoor fuel oil tanks.
(not we specifically as I have natural gas, but I know people who still do, and we did live in a home with the same set-up years ago)
On rare occasions there is an occasional freeze in the line between the tank and the house. But that can usually be remedied with a pot or two of boiling water dumped on over it.
Never heard of a tank itself ever freezing.
Maybe we have a slightly different blend here. Possibly some additive or kerosene mixed with the fuel oil. The only time kerosene is used around here for heating is in the smaller space heaters and such.

sorry, probably just my mix up on choice of terms.
Kerosene here - K-1. Some type of blend, but still $4 per gall

          UGH!!!!!!!!!!!!!!!!!!!
