Car repo and a 13

Im asking this for a friend.She was going to do a 7 and decided not to and has been getting caught up on her bills.Her CU repoed the 4 runner after missing 2 payments and they want the whole amount now($ 20,000) and won`t take the missed 2 payments.If she decides to do a 13 can she get the car back or is it too late?Yep,she used the car money for some other bills........Bad girl!!!!!!!!!!!!!!!!!!
