Is it a requirement to send a copy of the certificate in relation to the financial management course of just the Form B23 completed?

It's a local procedural thing. Typically, they want both anyhow, even though the form says not to. I suppose that if you're pro se, they may want the actual certificate! In any event, I received a deficiency for this VERY reason! Don't be me!
