What creditor class should I list for my city water department? I am thinking that it should be listed as secure as the city can place a statutory lien on my house if the bill remains unpaid.

It's not secure unless and until they have placed a lien.
So, I would put them as a general unsecured creditor. They are not entitled to any priority and they should be treated like everyone else.
