Why do some creditor's not file a Proof of Claim?

Let's say a Debtor has 10 creditor's and only 5 of them file a claim by the bar date. What is the reason why a creditor does not put in a Proof of Claim? Why wouldn't they want some payback?

In my Ch 13, a lot of my creditors didn't file claims either, but the creditors that did were the ones that I owed large amounts to.

I'm pretty sure my creditors were insane. I had some claims filed for $30-$100.

The ones that did *not* file claims: Bank of America for $48k, American Express for $75k.

There seems to be no rhyme or reason as to why one does and one does not. Of course, timing is important. I heard from one of my creditors that they are 3 months behind processing Bankruptcy notifications. I'm sure some of this has to do with the sheer volume and the claims bar date.
