Has anyone ever filed Chapter 128 in Wisconsin?

I am wondering if anyone has filed for Chapter 128 in Wisconsin. I am asking this because I am trying to determine whether or not to file myself. I have browsed the web and really only read about what it does for you, however, I have not read any stories from actual people who have used it.

Here is a bit of my situation.

Roughly 15k in old CC debit is still hanging over me. I tried a debt settlement company about 2 years ago, which was a very bad idea. When I originally started though, I had about 60k in CC debit. Well so now I just have the 15k lingering (5 cards) and what makes it worse is that I just got married two weeks ago and shortly after one of the remaining five CC's is now suing me. I basically just want to get this debit taken care of as quickly as possible and do not qualify for Chapter 7. In addition, I have stuedent loans that are about to come due for payment and I am paying AMEX roughly $460 per month, 12 months left, for a settlement. Obviously making a large lump payment would be best but that is not an option. So any ideas about this would be appreciated.

I dont know much about it, but I have heard that if you are married you both have to file, not sure if you know that or not.

See I have read conflicting stories about being able to file single or jointly as well. Since this debit was all built up prior to being married I would think it would only be my problem. It is kind of a hard topic to find out about since it is limited to just Wisconsin.
