Why do people make plans to file in 6 months?

Not a Dave Ramsey fan, but was looking for a budget planner (ha...yeah a little too late now) and found this http://www.daveramsey.com/tools/budget-lite/ I put in that we take home roughly $5200 a month and it calculates recommended percentages/amounts for the categories. It put $260 a month or 5% of the salary for food & $520 or 10% to charity. My teenager will eat $260 a month himself, w/o including the other 3 household members. Yes, charity is great and all, but if I can't pay my bills, then nobody is getting anything.
