Where To File - No Residence Anywhere

I had an interesting conversation with a man at Barnes and Noble. He was looking through a bankruptcy book. Anyway, he travels the country in a n suped-up RV. He is a writer who's RV is also his office. So, he is planning to file BK soon. But, he doesn't know where to file. He says that he can not find assistance on the matter anywhere (he is filing pro-se). And, I certainly had no clue what to tell him. He doesn't "park" in any one place, let alone a single state for more than 30 days. He's always on the move. However, he does have a "permanent" residence in Idaho but he hasn't been there for nearly 2 years. And, he isn't planning on returning for awhile because his daughters family is living there. They do forward his mail to him.

    Where does he file?

I also wanted to add that his explanation of expenses was quite odd to me. He claims expenses for the solar panels which provide part of his utilities, sewage fees, cost to repair his "home" and so on. Also, he says that the campground fees are like an apartment rent. Using what IRS guidelines? What is the standard IRS deduction for housing when housing is not just in one location but everywhere! He is also claiming one car (yes, the RV).

I know people who live like this. There are truthfully residents of no where. his deduction may seem odd to you but they are normal for someone in his situation.

I think where to file is a not problem, really. Idaho because that's where he is getting his mail at. I think that's the safer bet. But truthfully I think he could get away with filing just about anywhere so song as he was willing to "settle down" for six months before filing.
So the poor debtor, seeing naught around him
Yet feels the narrow limits that impound him
Grieves at his debt and studies to evade it
And finds at last he might as well have paid it.
