if a chapter 13 gets dismissed - can a creditor refile to garnish wages - wages were garnished, 1 payment was made before bk was filed - would the creditor just have to go back to court and file to have wages garnished again to start re-collecting?

I wouldn't see why not. Why was it dismissed? Can you refile without it appearing to be abuse?

Yep, once the case is dismissed, the creditor can got a new order for garnishment.
