Is paypal buyer credit a secured loan?

My husband and I both have Pay Pal Buyer Credit accounts through GE Money. It did not come with an actual credit card more like a line that is attached to paypal that we can use to purchase online.

Is this a secured debt? My husband said that someone told him it is and that it is and cannot be put in BK. How about Bill Me Later, I heard that is now part of Pay Pal, is it secured?

I am 90 days past due on my PP Buyer Credit because they kept moving my due date and giving me fees so I stopped paying it to pay others.

Help! If this is secured we are in big trouble.

Thank you for the reply, I looked all over the Internet and the only thing I can find was a rip off report that someone wrote about the company moving the payment date just like they did with us.

Does anyone know if Bill Me Later is also unsecured?
