student loan servicers subject to FDCPA?

I understand student loans aren't dischargeable and their servicers may have options regular creditors don't have. But are student loan servicers still subject to FDCPA rules? If I notify them not to send dunning letters or make dunning phone calls are they required to comply with that? Are they subject to the $1000 statutory damages if they don't comply?
Chapter 7, California system 2, no assets. Pro se with Nolo.

No FDCPA doesn't apply to servicers, but does apply to any outside collection agency they might hire.

I see, that makes sense. I guess the servicer owns the loan, even though the government insures it.
