If someone lied about their job title (inflating their title, for example, one category) on a credit card application, but not actual income or the fact that they were employed, is this fraud? This person is close to bankruptcy, for what it's worth.

Credit card companies make decisions based on credit score, income, expenses (debt to income), and sometimes on your field of employment, but not the title.
Actually, every application I've submitted, I've dumbed down my title because, as DMC writes, it was too long.Chapter 7 (No Asset/Non-Consumer) Filed (Pro Se) 7/08 (converted from Chapter 13 - 2/10)
