BAPCPA is the Bankruptcy Abuse Prevention and Consumer Protection Act. It just refers to the "current" bankruptcy law as it was significantly modified and enacted in October, 2005. Suffice it to say, that there are people still in active bankruptcy from prior to 2005, so the Court needs a mean to distinguish the cases.
MEANSNO tells the system that you "passed" the Means Test and do not have the "means" to fund a Chapter 13.
So, MEANSNO is good if you're in a Chapter 7.

I wouldn't worry about anything in PACER. On my PACER page, it listed that I did not have the 341 meeting, even after 60 days since the meeting, all the way to the day of my discharge. One day it said no meeting, the next it said meeting completed and discharge.
