You should be able to see this in the Account Information area of PACER - you'll have to use your new log in and password to access it - https://pacer.psc.uscourts.gov/account.html

If you want to make absolutely certain that the billing is done correctly to the right account number, you need to request in writing that the number be checked and changed if necessary. How to do that is on the PACER FAQ page at http://pacer.psc.uscourts.gov/faq.html#GP15 -

"If you believe there is an error on your statement or if you have a question concerning a transaction, please write to:

    PACER Service Center
    P.O. Box 780549
    San Antonio, TX 78278

    or
    Fax (210) 301-6441

All credit requests must be submitted in writing with signature."

Unfortunately since your request to change debit card accounts has to be in writing, there's no fast fix here. However, you still should be able to access PACER. The debit card is used only if you run up more than $10 in charges during a quarter. Just be careful doing much until your debit card information can be updated over the next few weeks. Good luck!
