There is no dress code per se and it is NOT court.
I have seen people in tee shirts and jeans and I have seen people in suits. Dress comfortably...perhaps dress like you were going out for a "nice" dinner or just go business casual (without a tie).
I'd say "reasonable" clothing. Not too expensive. Maybe JCPennys or KMart. No good jewelry but as a woman I would put in earrings. Nice jeans and a jacket might be okay.
I had a male friend who just did this.
Sort of Dockers and sports jacket.
I wouldnt dress down like in shorts and t shirt because the rhetoric I want to use is that I think this is serious business, and I respect the parties in the proceedings... whether I actually do or dont is beside the point
Depends on the weather. When I filed in August, at 11 in the morning it was already 105 degrees. People came in shorts, men had their shirts unbottoned except for 2-3 buttons. Now - in the dead of winter - put on whatever you want/need to stay warm.
