I had no clue either I did do a search for you and here's a site that explains it.
A Notice of Deficiency from a government agency is the official written claim by such agency that they have determined that you owe tax (along with interest and penalties, if applicable) and an assessment is being made.

Here's a better explanation. This website actually explains alot if you want to read it
But here's a short description of a NOD
What is a Notice of Deficiency?
A Notice of Deficiency (NOD) is the final administrative step in a contested audit. It is the written determination issued by the IRS explaining why the agency believes that you owe more taxes. The NOD is the key to the so-called deficiency procedures set out in the tax code. It is your ticket to the Tax Court. The NOD gives you the power to call any IRS bluff issued in the context of an audit. The NOD is a proposed assessment. It is not a final assessment.

I don't know what taxes have to do with this, but in a bankruptcy filing, a Notice of Deficiency is issued when the filing itself is lacking (wrong forms, forms not filed, etc.) and the filer is given a period of time to correct that deficiency, maybe 15 days if I remember correctly, by submitting the corrected or missing forms to the court. If that is not done within the time period specified in the Notice of Deficiency, the case will then be dismissed (fairly automatically, from what I understand) and the filer is then barred from refiling for 180 days.
Sorry if I missed something and Lriff was actually referring to taxes, but a Notice of Deficiency is fairly common in bankruptcy filings so I was surprised at that response. Just wanted to make sure you knew there was more than one kind of NoD out there. Good luck!Nolo Press book on filing Chapter 7, there are others too. (I have no affiliation with Nolo Press; just a happy customer.) Best wishes to you!
