Yeah, you can. But you need to know what State and District to look in. And you might have to look at several Joe Smiths if it's a common name before you find the right person.

PACER is probably not the best way to go about it...(1) do you know if this person every filed BK? (2) and you can only register for a single district at a time, thus, you would need to have some idea where this person already lives, i.e. which state, and in larger states, which district within that state.
