CS is correct. Your husband's military pension is safe. Can't touch that. His part time income as a student bus driver is most likely be less than 30X the minimum wage per week and if so, cannot be garnished.
Worst comes to worst, Let them sue you. Let them get a judgement, and when they ask you to report what the income is, they can sigh over their wasted effort. IF they dear to garnish his pension and SSI, then they will have to cough it back out and pay a fine too.
IF you don't have other asset, then don't waste money on filing BK. Go to your State Attorney General's office. They can help you stop the collection harassment. The AG's office here advices judgement proof debtors not to waste money filing, but use other methods to stop the collection effort.
