Filed a BK case back in 2018, lost my job and back into debt again. Normally you can’t file a CH 13 until 4 years from a discharged CH 7, has this changed at all due to the pandemic at hand here? I assume so many people are in financial turmoil right now. I live in Texas.

The CARES act did not modify the "serial filing" provisions in the bankruptcy code. It only allowed a debtor to borrow from a 401(k) or extend a Chapter 13 to a term not exceeding 7 years.
You can always file a Chapter 13, you will not receive a discharge and will need to pay 100%.Chapter 7 (No Asset/Non-Consumer) Filed (Pro Se) 7/08 (converted from Chapter 13 - 2/10)
