I don't know many debtors who's net personal property including their auto would be less than $1000. This might apply if you are homeless living on the street...
Fortunately, the exemptions vary wildly from state to state. For example, in Arizona, the motor vehicle exemption is for $5000 of equity in one vehicle, and the amount is doubled if the debtor is disabled. And in Arizona, personal property such as furniture, appliances, etc. is exempt up to $4000. Used furniture and appliances aren't worth much, so the exemption is reasonable. Clothing is exempt up to $500, but come on, how much are used underwear briefs with tire tracks in them really worth? Rental deposits and utility deposits are exempt up to their legal maximums. And there is a huge list of other exemptions as well, but I'm not going to go into them here. I think this is why I never hear of these sorts of things happening in Arizona, but yet I hear of them happening in some of the eastern states.
    The world's simplest C & D Letter:
"I demand that you cease and desist from any communication with me."
Notice that I never actually mention or acknowledge the debt in my letter.
