Because without service there cannot be a time limit set for an answer.
Guess they have different strokes in your neck of the woods.
I am actually a little bit amazed that it apparently got rescheduled, being totally prepared for a story about sewer service.
Just to clarify, this was Chase filing in small claims...when they file, the plaintiff picks a date no more than 40 days out for a "return" which means only a date for first Hearing. This is considered ample time usually for summons service. ...also in Small Claims no answer is necessary - only appearing on date of "Return" .

I now understand many cases are moved forward repeatedly if summons cannot be served. ...up to what is called the "Diligence Date".

In my state summons must be personally served, or in the case of small claims it can be served by certified mail/return receipt only. They apparently tried to serve it twice, both times I was not home.

I only learned that fact by being in courthouse for another case.
Yes, I think the differences in states and even court districts is surprising!
