UCB is a bunch of scum bags. They left me a message about one of my Citi accounts about a year ago. I returned their call and let them know that I couldn't pay and would be filing BK. They then proceeded to call my mother, sister, sister in law, mother in law, and 3 neighbors in an effort to "Locate" me. They knew perfectly well where I was and what my numbers were. They were just trying to humiliate me into paying. I should have sued them... I'm still PO'd about it to this day.

Seems that some of the less reputable CAs use caller id spoofing, with numbers like 000-000-0000 or 999-999-9999, or the 3 diget numbers that you speak of.
When you get down to the brass tacks of it, anyone that calls from a blocked, anonymous, or spoofed number are not reputable enough to speak to. If they are hiding, why can't the consumer? All information contained in this post is for informational and amusement purposes only.
