does anyone know if Credit one bank is affiliated with capitol one? are they really the same?

They are not the same bank. They are not even affiliated.
Source: Just look at their SEC filings. I reviewed their 10-K.Chapter 7 (No Asset/Non-Consumer) Filed (Pro Se) 7/08 (converted from Chapter 13 - 2/10)

I included Credit One Bank in my BK, who in return sold the debt to Portfolio Recovery, and they did file a claim to be paid.Filed: 5/22/07; 341 Hearing: 6/27/07;
