Comp, Oregon is reasonably debtor-friendly in that it is somewhat hard to enforce a judgment that was not obtained legitimately. The SOS office is also very good having their consumer finance branch come down on un-registered CA's. The costs of filing an answer is quite disturbing, but I believe for extremely low income households, the fees can be waived.
