I've recently moved in with my mom in another city. She's well aware of my problem and I don't want to use her address or unpublished number since I'm afraid they will find me that way. However, I need to provide some kind of phone number so employers can call me for a new job. My cell phone has been cut and I have no way to pay for it right now.

Are CA's allowed to go through monster.com, careerbuilder.com, hotjobs.com, etc. to get my contact info?

Yep, google yourself. Do a googe "put your name here" +your city +your state and see what happens.
