usually you would go to your states Secretary of State website, or some sort of equivalent. It is usually the SoS that handles licensing for businesses.
If the JDB is collecting the debt they own, they may not need to be licensed, only those who are 3rd party debt collectors (i.e. collection agencies) typically need a license. But you would have to look at your states requirements to find out for sure.

Once again, it depends upon your state statutes. Mant states require any third-party debt collectors (this can include any party who was not the original creditor) to be registered. In addition, many states require that all "businesses" be registered or licensed to conduct business in your state.
