I have to think about this for awhile, doesn't that send a message to creditors I am filing for bk, that sounds like really bad advice, that will send a hugh message out to creditors what my intentions are. I want sinkingfast to respond if this is a good idea.

You do what you gotta do about paying or not paying your monthly CC bills. There are people who file and are totally current on their CC's. The rest need that montly minimum money to survive. And pay their attny. So they don't pay their CC bills.
Not paying your CC bills is not without penalty and/or risk. Your credit rating takes a hit because of the 90/120/whatever days late prior to filing. You can get turned over to a Collections company which get's noted and dings your Credit. AND, you can potentially be sued. And that's not even counting potential tax liability from Creditors charging off your debt and reporting the amount to the IRS on a 1099 as tax liable income.
And no, playing stupid isn't OK. Playing or being stupid can get you in deep doo doo. Like the guy who couldn't remember what he did with a significant chunk of change he spent right before filing BK. He said he gave some to his Sis. Now the Trustee is after the Sis to give the money back.
The 70/90 day rules aren't all there is to it. There's a one year look back period, minimum. The Court can easily go back 2 years. Maybe more, if the Trustee can justify it to the Court.

I work in the review department for a health insurance company, and your request would never even hit our desks, in other words, not necessary, your doc would never even submit it to us. So please dont say you NEED an operation. That sounds like you are waiting for a kidney donor

Medicare would not pay for breast reconstruction surgery. Maybe some regular insurances do, but Medicare certainly doesn't.

Thats Medicare for you, I guess. Here in Oregon, there is a state mandate that requires all health plans to cover breast reconstruction status post mastectomy or even lumpectomy for cancer. Do you know we even have to cover having the "other" breast fixed to match?? If the diagnosis was cancer, thats a requirement. Which is great for breast cancer patients, helps them feel normal again sooner. Sad thing is, we havent quite evolved to paying for erectile dysfunction drugs for men with their prostates removed due to cancer. Thats sad to me. I asked our medical director why that is because it doesnt seem fair and he said--the women yelled louder, basically. They got the congress, etc involved till it was state mandated, across the board. If all the men that get their viagra denied (I mean the ones that have had the prostatectomy as the reason for their problem) would appeal, and take it farther in lobbying, they would probably get the same results as the women did. But the men are too embarrassed-they either wont submit it to us at all, or if they do and are denied, just simply quietly go on to paying for it out of pocket. I always encourage them to take it further because it might make a difference eventually.
But Medicare, is a whole different animal. All bets are off with that one.

Are they considered a luxury purchase, what about B-implants? Any way to do a little pre bk planning on them? People transfer there student loans to credit cards to pre-bk plan, why can't I put a set on my credit card? I can get them done in Mexico for $3,000. Just wondering and wanting a truthful answer without someone calling out FRAUD.

Yes, others have milked the cow and got the cream off the top of it in there BK. People have transferred student loans to credit cards and got the debt discharged, people have bought gift certificates on credit and gotten away with it, and who knows what all scammer got away with.
While there is a little devil in everyone of us, wanting to get away with it, just be aware of the consequences. What people are telling you is the truth. You are the one that chooses to obey the rules or push the limits and risk with non dischargable debt.

I wasn't doubting you WANTING one. I've also nursed two kids as well, yea, I have saggy tits but that doesn't give me the right to commit fraud to get better looking ones.
There are other ways to afford your boobs. Like, kids clothing. I'd rather see you go spend $3K on kids clothing because you will eventually need clothes. Then when the time comes when you should be buying clothes you will already have the clothes and use the clothes money to buy boobs.
My issues isn't with pre-planning. It's preplanning a luxury item. I admit I charged up $350 of kids clothes before we filed but you know what, we were tight and it was getting cold.

Was the first time you noticed your kids are under dressed for the season the day before filing??? Geez, sounds like a sprint for the money at your house.
