If I choose not to reaffirm my vehicle in the chapter 7, does that mean the payment from that vehicle is then counted as DMI towards qualifying?

No. That simply means that you choose not to reaffirm this debt. If you intend to keep the car, keep making your payments as is normal. However, if something happens that you have to turn the vehicle in, you will not be held responsible for the difference between what you owe, and what the vehicle fetches at auction. If you reaffirm, then you WILL be responsible for the difference.
