    If only I am filing, are my spouses debts considered expenses?

    I realize that since my unsecured debt will hopefully be discharged, it can't be included in monthly expenses. My wife is paying a total of $150 on two credit cards. Since she is not filing, can that be considered a valid monthly expense, or is there some weird BK logic that makes all CC debt not allowed as an expense?

    Yes, it is an expense and goes in the "spouse" column of schedule J.

      Unsecured credit card payments are disallowed when you are the debtor. However, when there is what they call a non-debtor spouse (a spouse not filing), that spouse's expenses can include payments to unsecured creditors. On the Means Test, you would put these under the Marital Adjustments area.
