Hello, we have an excess of cash that will not be able to be exempt. And we do actually need to buy another car. Can we purchase car prior to filing and then reaffirm the car loan?

Of course you can buy a car before filing. You won't need to reaffirm either (in most cases the lender will allow a ride thru).
How much cash are you talking about converting into a downpayment for a car? You could end up shifting one asset (cash) to another (car) that is also not covered by an exemption.Well, I did.
