You need to check with an attorney. I know they aren't usually taxable under Section 131 of the Tax Code. But I am not sure if they are considered income. You should probably report it to be safe but see what your attorney says.A fresh start is a beautiful thing. And I'm not an attorney, just opinionated!

Assuming your foster care checks are deposited in the bank, you will have to explain those deposits. Our adoption subsidies were included as income, but were listed as exempt on our filing (like Social Security income). If the subsidies make a difference in passing the means test, you should certainly check with an attorney or two or six. But, you do have extra mouths to feed, so I am betting the subsidies will likely be largely canceled out by the additional household members.
Just a guess.
