For my BK, the UST office was in a different district, but same state, as my district.

Is there a UST office in every Federal Court district?

Sometimes larger Districts are divided into Divisions. Take, for instance, the Middle District of Florida. It has 4 divisions: Orlando, Tampa, Jacksonville, and Fort Myers. I don't think the OUST (Office of the United States Trustee) is ever in a different "district" from the one you're filing in. It's more likely it's a different "division" of the same District.
Besides, the United States Trustee, who is a federal employee, usually covers an entire region, not just a single District. The Region 21 United States Trustee covers Florida, Georgia, Puerto Rico and the U.S. Virgin Islands, for example.
