Personal lien on car - suing the lienholder?

I filed for Chapter 7. The car I drive is in both mine and my mothers name because although the car belongs to Mom, I had to be on the title for "insurable interest". But because my name is on the title, I had to claim it as an asset. Because it is valued at $5000, I claimed it as exempt. My Dad has a personal lien on the car due to a separation, as he wanted half the value of the car. He hold the paperwork, but did not "perfect the lien" by going to DMV and having himself put on as lienholder. I went to the 341 meeting, and they said they are suing my Dad for the $5000 value of the car, or they are taking my car as an asset? I don't understand this. Can someone explain why its not considered exempt? And why they are coming after my Dad?
