The "Report of No Distribution" means that the Panel Trustee is done administering the "assets" of your case. The bottom line is that you have no non-exempt assets for the Trustee to take and liquidate. This is a good thing.
Now, you just wait for your discharge.

You must be a "subscriber" to PACER. You can subscribe by submitting a credit card or you can be "billed" on paper. Subscribing using a credit card, allows immediate access, where paper billing requires you to wait for a letter with your username and password.
PACER charges per "page" and the rate is $0.08 per page. They bill this quarterly and only if you exceed $10 in billing. There is something known as a PACER addiction where you frantically stay up all night searching, and causing a large bill to be sent. Don't do that!
What justbroke said, and, yes, they do accept debit cards with the Visa logo. That's what we used.
Be sure to read the "stickies" regarding PACER in the General Bankruptcy Talk area. There are helpful instructions as to how to check to see if anything new has been filed on your case, avoiding charges unless you find there is something new and then you look at it.
