Many people misunderstand and believe that under-the-median income filers do not submit a Means Test (Official Form B22A), when they absolutely need to. The Means Test has several sections. Under-the-median filers will end up filling out Part I, II and III and stopping there, if their "current monthly income" is below the State median for a family of their size.
I don't know why it keeps being said that an under-the-median income earner does not need to do the means test. That's exactly how they find out that you're under-the-median... by completing Part I, II and III of the Means Test.
