You can open a checking and/or savings acct. any time. Obviously not at an institution you are including in your BK as that might cause cross-collateralization issues. It is applying for credit (card or car loan) that may need approval from the trustee handling your case.

You Betcha! No problem. Keep in mind, most Banks use Chex Systems & ya don't need to have bounced a check. I believe that's all the smaller banks rely on when opening account. Some of the Bigger Banks might possibly check a Credit Report..so possibly unable to open account with Large Bank.
