I need to figure out how to coordinate this. One of our vehicles is not running and wont be fixed prior to being picked up. I want to cancel insurance on it since we wont be driving but I am uncertain if this is a bad idea. It is registered in Louisiana (we live in texas) and I dont know the rules for pulling plates off the car and turning it in. If I had to do that when I cut off the insurance, can I have an un-plated car in my driveway?

IDK. I live in TX and always have. We have a vehicle we are surrendering but our lawyer has said that we MUST keep it insured until the finance company has it in their possession. If you drop insurance on it and a tree falls on it or someone breaks into it then you are still liable and could cause a lot more problems.
That said we can have all the unregistered vehicles we want in our yard as long as we aren't driving them.

If you haven't contacted LA Dept. of Motor Vehicles & informed them you have moved to another state, I believe there are some possible unpaid registration fees/taxes as LA is a state where Excise Tax is collected on each vehicle & prorated throughout the year. Quickly Googled & found the below information.

TX motor vehicle licenses are a set fee based on tonage weight of vehicles.

Heres another to confuse you.
I moved from florida to texas once. To register a vehicle in tx you need to have it inspected first, doesn't sound like it's going to pass.
Personally I'd get a car cover, cancel the insurance, take the plates off.
I seroiusly doubt you have full coverage on a non running vehicle so if a tree fell on it now, you'd be in the same boat.
Thats what I would do and have done with my property on my property. Just hide the fact that theres no tag on it, I even hung a towel over where the tag goes once because I live in a city that requires vehicles on your property to be tagged, insured, registered.
I'd only check into the cancellation of the insurance to be sure it won't have an effect on your drivers license. My brother in law cancelled the ins once on a car yet had two others covered and got his license suspended, it was an error and easy fixed, but make sure you know the laws. In FL you have to send the plate in when the ins is cancelled.
And when you browse google be sure you get the real state website, not something like dmv.org, they may have correct info, but the state site is official.
