Question about buying car during BK

I'm surrendering my car and need to buy a cheap one. My state has a $3,000 car exemption. I was wondering what they use to determine the value? I saw a couple that I wanted that are being sold for under $3,000 but KBB has the value at around $4,500. I was looking at the suggested retail value...what should I be using?

Probably Retail value based on condition/miles.
