Does the UST review every case?

I think I understand the role of the UST and that it's not good news if they show up at your 341. But it seems that they must review every case in order to know which cases should actually be Ch 13. Is that possible? Or is it more like a random audit thing?

Audit's are something different, the UST will randomly audit cases.
