Short answer - yes. Just like you have to report UI payments on yout federal tax return.

Yes, but UI income is not used in the means test calculations.

perhaps they figure if you are getting unemployment, &/or disability, there is no real need to use the means test because they know you will be below the median anyway and then you go right into ch7 without question. (?)
