If somebody is not behind on mortgage or auto payments, do these creditors every decide NOT to let the person reaffirm the loan in a bankruptcy?

I can't imagine them not allowing a reaffirmation - it's totally in their best interest that you do, and not really in YOUR best interest.
Most attorneys advise not to reaffirm car loans unless the car is worth a lot more than you owe on it, in which case it MIGHT be worthwhile for the car loan folks to repossess it and resell it.
