I know you should not use you're CC for at least 90 days before filling. One quick question though what if you cancel a service that was paid for with a CC and they refund the balance to the CC in the 90 day timeframe will the CC company use that as a way to say a CC was "used" within 90 days?

The refund was not of your doing/not a charge by you. It was credited back to your account.Say one day you go shopping/buy something, amd pay by credit card. After returning home you realize that that item was not working. You go back to the store, even several days/weeks later, and request a refund. The merchant will run a "credit" through, which a day or two later will show up as a credit on/to your account - and not a payment.
